When adding new positions to an existing TAAS project, the positions should get synced to TAAS app

Actual behavior

When adding new positions to an existing TAAS project, the positions are not getting synced to TAAS app

Steps to reproduce the problem

• Open an existing TAAS project from connect app
• Modify the scope and add a new position
• Check the TAAS Team if the new position is added

We should turn off this ability inside Connect. @vikasrohit - can we disable this to reduce confusion? All job edits need to happen in TaaS App.

Ok, to be clear what we want is that question for asking positions should be removed from the project's intake form, right? If we do that, any one who creates a TaaS project from New Project link in Connect, would not see that question at all.
