Should not show general message about building project plan when one can not build project plan #4373

Expected behavior

Should not show the general message about building project plan when there is no Add Phase button. In current example, the project is completed and that is the reason Add phase button is not visible. So, ideally we should show a message that project is completed and some other heads up to the user when project is completed.

Actual behavior

Add phase button is not visible but the general message about building project plan is displayed.

@acshields do you have any copy that we can show instead of project plan building message?

@vikasrohit - just to clarify, the "Add New Phase" button is only not showing to clients, right? It should still show for Copilots/Topcoder Employees.

For the client copy, we can use this:
Header: Delivery Plan
Sub-Text: The delivery plan for your project is being developed and will be published here soon.

Nopes @acshields I meant when the project is cancelled or completed, even copilot or topcoder employees can not add phases and at that time, the button Add phase is not visible but the generic message about how to build the project plan is still visible.
