Fixes the issue that OneOffJobBootstrap cannot be used under ElasticJob Spring Boot Starter

Changes proposed in this pull request:

• Fixes the issue that OneOffJobBootstrap cannot be used under ElasticJob Spring Boot Starter.
• Update some URLs that no longer exist.
• Also fixes 在使用elasticjob-lite-spring-boot-starter开发手动触发任务时，报错，找不到指定的bean #2389 .
• We obviously shouldn't allocate energy to Spring Boot 2, which has stopped maintenance.
• Annotations like jakarta.annotation.Resource should be avoided in Spring Boot. Spring Boot's Context has more useful tool classes.
• First of all, the Spring branch's cglib obviously cannot proxy final classes, and cglib is not designed to proxy final classes. See ControlFlowPointcut cannot use with Advisor bean spring-projects/spring-framework#32803 (comment) .

since it is not designed to ever get proxied

• Many people suggest using @org.springframework.context.annotation.Lazy in issues. Spring Team has never suggested using @org.springframework.context.annotation.Lazy, and this annotation is totally against people's intuition. @org.springframework.context.annotation.Lazy also requires additional GraalVM Reachability Metadata JSON under GraalVM Native Image, which further proves the uselessness of this annotation. See Juergen Hoeller's comments on this. Refer to request-scoped bean with @Lazy fails in native image (due to missing detection of CGLIB lazy resolution proxies) spring-projects/spring-framework#29584 .

I generally recommend avoiding proxies for lazy-resolution purposes since this can always be replaced with a lightweight ObjectProvider arrangement. Or in this case, with a full-scale scoped proxy bean which is more efficient as well (since it is not on-demand per constructor but rather shared application-wide).

• The current PR will solve the following Error Log once and for all.
