What happened

In code refactoring, when two different projects are open in the IDE, the default refactoring options are still pointing to the first project, even if the user attempts to refactor in the second project.

How to reproduce

Open two different projects in the same workspace and attempt to refactor in the second project. You will notice that the default options are still pointing to the first project.
