Steps to reproduce

1.通过streamis启动flink作业
2.启动成功跳转yarn界面,查看yarn.ship-files 配置参数

Expected behavior

如果配置了自定义log4j.properties , yarn.ship-files 配置的值应该为自定义配置的地址,而不是默认的/appcon/config/flink-config/log4j.properties
