Support for https://docs.snowflake.com/en/sql-reference/sql/create-procedure, for example:

CREATE OR REPLACE PROCEDURE get_top_sales()
  RETURNS TABLE ()

Currently parsing fails:

Expected: [EXTERNAL] TABLE or [MATERIALIZED] VIEW or FUNCTION after CREATE OR REPLACE, found: PROCEDURE
