Description

#587 introduces a fix to the derivation pipeline for the max channel bank size.

Previously, the increased max channel bank size introduced by fjord was not being used.

This ticket is to introduce action tests in upstream optimism to test the max channel bank size.

Introduce action tests across the fjord hardfork which bumps the max channel bank size.
Add action tests across the holocene hardfork since strict batch ordering removes the need for the max channel bank size check.
