Enable CML Integration Tests for Cisco IOS Collection

SUMMARY

This PR implements integration testing infrastructure for the Cisco IOS collection using CML (Cisco Modeling Labs). The changes enable automated testing through GitHub Actions, configure a CML lab environment, and re-enable SNMP server module tests that were previously disabled.

The workflow utilizes ansible-content-actions for network integration testing and sets up a cat8000v router with external connectivity for comprehensive testing of Cisco IOS modules.
