Is it possible removing internet permission?

I want download maps separately, while I remain safe without any internet capability.

Android does not allow asking this permission from user. It means it can not be make optional, like location and notifications permissions. But you can restrict network access for particular application in Android application settings: block background data usage and block data usage in Data saving mode. This will prevent application from accessing internet.
