Looking at the user tours in a (fully translated into Mexican Spanish) Moodle 3.5beta+ (Build: 20180508) site, I can see four English language strings that are not available in AMOS for translation.
Boost - administration
Boost - course view
A tour of some features in the Boost theme, for administrators
A tour for introducing administrators and teachers to courses in the Boost theme
While the last two strings are customizable (pen icon), they would be even better if they were in the language selected by the user (as almost all of Moodle core is).
Replacing these English hard-wired strings with string variables would make them available for translation at AMOS.
According to today's stats at https://moodle.net/stats/ , 8 (if you also count India) out of the top 10 countries with the most registered Moodle sites use a language different from English.

And the user tours seem to be a very much liked feature of modern Moodle branches and older branches too (https://moodle.org/plugins/stats.php?plugin=local_usertours ).
Not being a programmer, I would guess it would not be too difficult to make this improvement to the already great User tours plugin.
