Add the ability to make a tour only available to specific roles.

Hi Andrew,

I am fully aware that your one-line issue description is not a full specification what you are planning to do. Thus, you may have already thought of this:
When you say "target specific roles", you should distinguish and support in my opinion:

  1. Global / system level roles
  2. Course level roles
  3. Cohorts (which are used by some institutions in instead of system level roles)

Furthermore, you may want to think about introducing a capability like usertours:view which can be used to control is a user sees the tour at all, even if he belongs to the configured role or cohort. This can be used to control if "special sensitive persons" are bugged by our well-intentioned tours or not.
