disable and then enable actually uninstalls packages

if I were to click the REMOVE button for the add-on I would expect packages to be uninstalled. however, if Ii click disable and then enable, I would not expect to see the log showing package uninstall and re-install. other addon restarts don't show package changes. I'd expect the disable/enable for this addon to be less complex too.
