We should be able to have non-utf8 files in a site's src/ directory. It should also, ideally, be possible to pass non-utf8 data through Tera in some form. This isn't hard to do in a lossy way, but if we want to preserve the bytes it gets tricky.
We could work around Tera and bypass templating and layouts altogether if we had ignore lists (#5).
