Chart component minimal option isn't obviously a link

The chart component now includes an option for minimal - to make it extremely simple (e.g. hide axis values) and transform it mostly into a link, to be used where the chart is to be shown in a small space and only as an overview and not a full chart.

For screenreader users the link is identified as a link and contains text, however there is no indication that the chart is a link for sighted users, apart from a focus state after they have clicked on it. While the intended use of this version of the component is alongside text to indicate that a link is present, it would be possible to use the component in another context where its status as a link is unclear.
