1. Further configuration for search-api-v2 …

   - Add Finder Frontend stack that runs against `search-api-v2`
   - Allow `search-api-v2` to receive incoming requests in development from
     Docker Compose-internal host (instead of just dev.gov.uk one)
   - Add configuration for Discovery Engine serving config and improve
     documentation comment
   - Add warning to `make search-api-v2` if serving config env variable
     isn't present
