Shipping address getting deleted once payment got declined #17

Hi
We are facing issue on the checkout page with 2.3.3
The shipping address is getting deleted once payment got failed.
Steps to reproduce:

Register as a new customer
Add product to cart
Go to checkout
Fill shipping address and shipping method
Go to the payment step
Provide declined test card details and submit order.

Once you did the above steps, after payment failure page will refresh and you will see shipping address got deleted
