Conflict with issue reply function

The following problems exist in actual use, causing a lot of inconvenience. After repeated trials and tests, the following problems were confirmed,

1. In the issue reply function, the edit reply and quote reply are invalid,
2. After the issue reply, the automatic email reminder function is invalid.

The above two problems led to finding a lot of places last week to solve the problem of no email reminder. Actually, it is because this plugin affects, and there are no records and errors in the log.

My system is 4.1/Ruby 2.6.6/Rails5.2.4.2
