[BUG] Hidden fields have status "Required" when user has admin rights.

So. As I understand, if i'm an administrator, I see all the fields, doesn't matters if they are hidden or not, because for other users everything works just great. But when I try to modify issue that has field with hidden status, this field is *Required. Why?
Please, do make so that either administrators see / don't see all fields just as other users or fix it so that hidden fields for administrators don't have Required status.
