Do not implement this before {{DATE}} (update placeholder after #3094 has been released).

In an upcoming Aleph version, we will introduce expiration dates for API keys. In order to enable smooth upgrades, Aleph will still accept "legacy" keys without an expiration date.

After some time has passed, we should stop accepting API keys without an expiration date.
