If someone changes the biome with ChangeBiome and then deletes the claim, the biome can't be accurately restored. At the moment GPF doesn't even make an attempt at restoring the biome.
Describe the solution you'd like
I don't want to deal with NMS within GPF. I know Worldedit has a way to regenerate the terrain entirely, and I believe that includes biome data, but I don't think it has a way to regenerate just the biome. Ideally, we'd get some API added into worldedit to regenerate biomes without block data, and have GPF call that on servers that have Worldedit installed.
