bump sandbox from 0.28.0 to 0.30.0
- example ref sandbox: testing 0.28.0 upgrade #145
- feat(sandbox): upgrade 0.28.0 to 0.30.0 net#577
- govt prop 5 submitted & voted
- upgrade the network (validators & rpc)
- upgrade the clients (akash provider)
bump the versions in the net GH repo, chain-registry etc
- fix(mainnet): correct the version net#576
- Upgrade Akash to v0.30.0 cosmos/chain-registry#3275
