Multi Distro support for Image Builder

Problem description
Image builder currently only supports Ubuntu

Proposed change
Build on issues airshipit/airshipctl#248 and airshipit/airshipctl#249 to provide support for additional image distributions (e.g. Red Hat). Identify a new distro and path to configure image builder for it.

As discussed during flight plan meeting on 8/5, this issue is about making sure that the image builder interface and configuration would allow for support of configuration for additional image distributions. This may not necessarily mean creating an image from a separate distribution at this time unless needed.

I am moving this issue to the Images project.
