The tox is only testing the build of the package, it would be good if we could run the CI tests there. Then we use in the CI to not have duplicate code.

While going through comment https://github.com/aiidateam/aiida-plugin-cutter/pull/108/files#r1687653250 of @DropD the idea came to directly replace the tox.ini with a hatch.toml. Don't have strong opinions here, also hatch is usually connected to a python project while tox is a bit independent.
