Updating the changelog

If there are no entries after the last release, use **UNRELEASED** as the version.

If there's no issue linked, just link to your pull request instead by updating the
changelog after you've created the PR.

Isn't this a wee bit too early? Given that the CI will show a failed result if the 3.14 job fails.

There's an a0 release - so we should probably see what happens

well they're depending on a attribute that cpython deprecated but didn't warn on lookup
