Currently the error messages the user is presented by the captive portal are hard coded into the Hades source core. These messages should be retrieved from a table in the foreign database instead.

The message in this table should be localized.

Perhaps a better approach, that would also allow per-user messages, would be to return custom RADIUS AVPs, e.g. X-Hades-Message.
