[FEATURE]: Add bulk migration feature for task reviewers

We recently had a person leave that was the only reviewer of multiple tasks. These tasks then had no active reviewers and the only way of fixing this was to manually edit every task and update the reviewer.

Describe the solution you'd like

Provide a bulk task reviewer migration feature that replaces the reviewer of all active tasks with another user
