Why should I use this library?

Hi All,

It's great you guys have a library which cache css, js file what we wanted to do on client side( Local Storage).But I am not clear then what is the use of caching of file on browser if I see network tab say on Chrome some of file it shows Not Modified for some of the file or all files depend upon cache burst what we set , then why we need this library.Can you guys give me use case which force me to use it 😄 ?
