Create values entries for annotations on the noPermissionServiceAccountName

I'd like to be able to set annotations on the noPermissionServiceAccountName serviceAccount via values.

This is needed for mapping runners to a cloud service account using tools like GCP Workload Identity or AWS IAM Roles for Service Accounts

This should be a fairly small change in charts/gha-runner-scale-set/templates/no_permission_serviceaccount.yaml with corresponding values changes, and I'm interested in creating a PR for this.
