Tends to happen when maximizing and returning window to normal size repeatedly during low framerate. It's currently easy to reproduce with the many_sprites example.

It still reproduces after forcing single-threaded rendering and adding wait_for_idle calls on the queue before/after submitting any command buffer. It occurs on the submit after having rebuilt the swapchain.
