Storing documents in the tool

The countries would like to have a space where they can upload documents and store them there, visible to add users. For example, they may want to upload a census to show where they pulled the data used in the target group sizes (denominators).

Another solution could be to add a word under "Reports" that says "Document Storage" and they could click on this and open up a URL in a new tab. We as superuser could then edit the URL to take the users to for example a dropbox.
