Message: cannot load such file -- berkshelf/vagrant

I followed instructions using Vagrant 1.7 on OSX 10.9.5 and got this:

$ vagrant up
There was an error loading a Vagrantfile. The file being loaded
and the error message are shown below. This is usually caused by
a syntax error.

Path: /Users/mccann/GitHub/mapserver_dev-cookbook/Vagrantfile
Message: cannot load such file -- berkshelf/vagrant

Any suggestions?

@MBARIMike It's been a while since that cookbook has not been maintained. I am not sure if it is supposed to work with latest dependencies. Have you installed the required plugins? vbguest and berkshelf?
