Project snapshot still retains 'user' permission after permission change

The pictures for the project snapshots are populated with the project permission on creation.

If the project ever changes permissions afterwards, the snapshots still retain their old values. When project permissions change, change the snapshots to reflect the new permissions.

The symptom is that project snapshots won't appear even after permissions have been changed. If a change is made to the schematic/board, then the pictures will be regenerated and will inherit the new permissions (but so what).
