retrieve non consumed item to consume it again on another device

dear all,

please am try to purchase an item from my account it is done correctly,,,
but in my case i want to purchase a consumable item and for some reason i 
didin't consumed the purchased item from phone one, on phone two i want to 
check if i have non consumed item to consume it,but i can not consume the item 
and google return "you already own this item"

*am using the same google account on my devices.
*my problem if when am purchasing can not consumed the item how to reconsume 
the item again on another device.
