In App Billing is not working

when i try to purchas an item, I am getting error "Item you are attempting to 
purchase could not be found" .
1. I uploaded the Signed APK to Alpha Release
2. I set up the product id in developer console 
3. I activated the product
4. I am using the same signed APK in my device
5. I am using the tester account in my device

still i am not able purchase .It was working good two weeks before. But it is 
not working now. please help me.

This issue has been resolved by publishing the application and mantaning alpha 
or beta testers . previously i kept it as a draft. but in the google document 
document they mentioned like below.

Test purchases, which let your selected license test users purchase your in-app 
products before the app is published, but without any resulting charges to the 
user. 

Why dont google update this ? this caused two weeks trouble for me.
