‎VolumetricLayerSet is broken with subchunkable

Something is broken with using build_volumetric_layer_set in build_subchunkable_apply_flow and with level_intermediaries_dirs :

Flow runs fine (with do_dryrun_estimation: false) including the copying from temp folders to gs but it craps out when it tries to clean up the temp folders.
