RotateNearestNeighbor back and forth does not preserve the image #369

What steps will reproduce the problem?
1.Rotate image by RotateNearestNeighbor few times one direction, the back same 
steps. Image breaks and tewnds to shift low right. Small steps (<1 deg.) get 
pixels moving different directions.

What is the expected output? What do you see instead?
Rotating an image x degrees, then rotating the result -x degrees: Expecting bit 
exact copy of the original. Instead: Bits of the image move.

What version of the product are you using?
2.2.5
