Cant mouse over for flow

When I try to mouse over the bottom of the screen to see flow my mouse cursor jumps to the middle of the screen and flow disappears. If I press the default button for flow (S) it works normally.

It happens no matter if it is full screen, with any type of preset, performance, quick navigation, double page.

It seems to be an issue with windows scaling

I have a 4k display and set it to 300%. I tried different displays and there is no issue if I change to anything below 150%. If it is higher it gets wonky.
