toasty pipeline publish limits upload bandwidth

Using the toasty pipeline publish command limits upload speeds to ~10 Mbps and I am able to get 2 orders of magnitude higher when using compiled tools like the Microsoft Storage Explorer.

Thanks for logging this. The upload speed shouldn't be that limited by the use of Python per se, so it's possible that we can change some configuration settings in the way that the upload is done to try to speed it up.
