Currently we cannot distribute non-binary resource files with cargo:
https://github.com/rust-lang/rfcs/blob/master/text/1200-cargo-install.md#non-binary-artifacts

RFC around this was proposed, but it is closed on 2021/02.

We are still discussing how to distribute dictionary (and other resource files).
