Local environment: Required database tables

Again while trying to set up the current theme-directory environment locally, I ran into some database issues. There are some tables that are hardcoded into the theme & plugin.

I created these tables locally to get the theme directory to work: ratings, bb_themes_stats, wporg_419_posts.

I added some mock data for them locally, using a subset of twentytwenty & twentytwentytwo's data (except wporg_419_posts which was left empty).
