Try different groupings for upgrade tests

The upgrade tests actually run fairly quick (each job takes only a minute or so). However, the GitHub Actions UI is incredibly slow catching up to display the true outcomes of each job.

This is to explore different approaches to grouping the jobs to try and speed up the perceived workflow speed and report status faster.

Test using WordPress Playground

The changes in this pull request can previewed and tested using a WordPress Playground instance.
