WIP: Navigation Link variations

This started as an exploration of #22919 but ended up encompassing a few different semi-related things:

• Adding Page, Post, Category, Link variations to the Link block.
• Improving conversion of existing menus when creating a Navigation block.
• Making the URL of a Navigation Link dynamic. See [Navigation] Makes URL dynamic for pages and posts #21050.
