Follow up to #67477

It's possible to reorder and toggle the visibility of regular properties. However there are properties with special rules; in the Pages DataView for example:

  1. The page Title cannot be reordered, or hidden
  2. The Featured image can be hidden, but not reordered

The title communicates this with a lock icon, but the actions still appear on hover which could be confusing. The order actions on the Featured image property are disabled and state that it cannot be moved via tooltip.

Let's explore how the UI can better communicate this nuanced behavior.

relevant issue #66611, I had looked into building wrapper for it for drag nd drop functionality instead of arrows.
