Get involved forum to provide support for new contributors

Problem: People who want to contribute don't have a place to ask questions in async.

Getting into a Slack is an obstacle by itself, and questions in the Core channel are quickly washed away. So, even if a person has got the right answer, it is unlikely that another person will find it again.

Because it is already called "Get involved" this new Forum can be named as "Contribute".

If you like this idea, let's clearly the scope of the new forum and decide what steps are needed to bring in people who will help on this new forum as well as promote its existence.
