Special chars to are not encoded properly.

UnicodeDecodeError: 'utf-8' codec can't decode byte 0x86 in position 24259: invalid start byte

The issue affects volumes published till September 2014 that have special chars.
It seems like a script ran that caused the problem since if you look into the archive the original does not have the issues only the newer version.
