Version in code does not track release or tag version #21

The version constant in code - '0.1.18' - differs from the release version. This leads to the wheel produced by the github actions and other artifacts not reporting the release version.

Related to versioning ... the PyPi version of Scoutbot is still at 0.1.17 ... is the pip install being used anywhere? Should the PyPi deployment be closed down and this bit of the README deleted?
