update gallery menu options when ia is not set up

Feature description and context

Wildbook has a lot of functionality that is not dependent on WBIA, but some of it is unnecessarily squirrelled away behind if-statements. We want to make sure that functionality is available as much as possible without misleading users

Feature sign-off requirements

In the Gallery of encounter.jsp, make the following options available, even when IA is not set up

• add annotation
• visual matcher
• remove annotation if an annotation is present
