I noticed on the petitions.whitehouse.gov website two petitions with the same goal (don't defund the NEA). Since it is encouraged to sign existing petitions rather than write a new one, consider adding a step in the creation step that displays possible existing petitions, if any.

This would be good functionality to add. Many sites use this I.E. all stack exchange websites show you a search bar before they direct you to the page to create a new question. Maybe on the Create Petition page we add a step at the beginning that has a search bar with an ajax function to pull up the results from the search. Although this won't search automatically for duplicate petitions, it will make it easier for people to check if this petition has already been created.
The ability to search would be quite useful currently the sandbox version of the site seems to have a non working search. Currently the only way to search is a lot of scrolling.
