Improve Streamgage and reservoir app by June 2023

Deliverable: Improve the design of RShiny prototype to serve as the basis for future WestDAAT development. The main improvements will be: (1) add data from the new states in Q1& Q2; (2) support Geoconnex landing pages for imported data which makes them accessible and interoperable along with USGS and other data providers; and (3) add more search filters (e.g., time step, site type and measured variable) and provide WaDE API endpoint to query each site's time series data.

The time series is not plotting. I'm guessing it has to do with the recent API update that DPL pushed.
