Proposal to schedule shared storage worklets from Protected Audience worklets

Hey folks,

I've posted a scheduleWorklet proposal which makes it possible to say, "Hey, I'd like to run a shared storage worklet sometime soon" from within Protected Audience worklets. The intent is to make writing to shared storage (e.g., as discussed in #1219, #1182, #1227, #1115, etc.) from PA more useful, as now you have some best-effort guarantee to actually process and run a worklet in the future on the data you've written.
